This is a supply chain and logistics platform that helps a 'Regional Coordinator' spin up a Cluster of manufacturers in their area, then manage the production and logistics of that Cluster through a single software platform. Airmen on a base can list the manufacturing resources they operate (3D Printing, CNC, forge, sewing, etc) and join 'clusters' of manufacturers. Then Coordinators can use the system to locate these manufacturing resources, and coordinate the production and delivery of much needed parts/prototypes. This can be used for prototyping as well as for emergency small run manufacturing (such as producing PPE).
